Please note that the Chief Mate (Class II) COC has to be the Dutch COC meaning when you have your Croatian Class II you will have to complete the Dutch Law exam first to get the Dutch Class II COC.

Purpose of the test
Doing a test which leads to the Certificate of Maritime Legislation and Public Authority for foreign masters, first officers and chief engineers. Passing this test is necessary for issuing a Dutch certificate of Competency for the functions mentioned above.
Target group
Foreign individuals who are in the possession of a valid Certificate of Competency as a master, first engineer or chief engineer from the country of origin and who want to qualify for a Dutch Certificate of Competency. They have to come from a country with which a bilateral agreement has been made.
Prior knowledge and contents of the test
During the test the candidate is allowed to consult a number of publications. To pass through the test successfully it will be necessary that the candidate has studied these publications beforehand. It can be downloaded from this webpage. We advise the candidates to use a minimum of five days to study the material.
Procedure of registration
The candidate applies for the test by means of the registration form. We advise the candidate to ask the Inspectorate of Transport and Water Management to confirm that he/she has disposal of the necessary documents to achieve a Dutch Certificate of Competency as a master, first officer or chief engineer, after having obtained the Certificate of Maritime Legislation and Public Authority. Because of administrative settlement we kindly request the candidate to apply for the test at least one week before the day the test will take place.
Costs
The amount is € 412 including test material, certificate and coffee/tea.

Test procedure
The candidate has to report him/herself at least thirty minutes before the test starts. The candidate must be able to hand over a valid proof of identity, a valid Certificate of Competency from the country of origin, a valid GMDSS-certificate and a recent passport photograph. The test will last sixty minutes at the most. The test will be taken orally, in English, by two examiners.
Test criteria
The candidate has to show sufficient:
ability tot speak, read and understand the English language;
knowledge and understanding of the Netherlands Law as summarized by the summary of statutory regulations.
Certificate
After having passed the test, the candidate will receive the Certificate of Maritime Legislation and Public Authority.
The course Maritime Legislation and Public Authority
In preparation to the (re-)examination a candidate can apply for a course Maritime Legislation and Public Authority. The course will consist of two daily periods of individual education and four daily periods of home study. The costs amount to €675.
